failed to change the system number

We use SWPMSP04 to change an ECC6's system number from 00 to 01.

The change is strictly limited to

DVEBMGS00-> DVEBMGS01

ASCS01        -> ASCS02.

All others remain unchanged.

However seems SWPM requires a change to a new DB. Any way we cannot pass following screen:

I read this guide Technical Details - System Rename Provided with SL Toolset 1.0 SPS09 again and again , it did not say DB has to be changed.

Do you have any experience on this?
