Administrator password creation

Dears,

One of our BOBJ 4.0 development server administrator password was reset done.

But unable to login SIA in CMC. but SIA is start and running & Database connectivity also working fine.

Is there any way to create Administrator password without login via CMC and CMS.

We plan to do repair option, but without administrator password(blank password) "next" button not enable.
